Update on the current situation

Who would have imagined such a situation a year ago! One year without kite festivals! The year 2021 has started with the same “COVID” uncertainties for all of us. To date, summer festivals are on hold, while the Ministry of Culture has set the framework for holding summer cultural events such as music festivals: Only 5,000 people, seated and distanced will be allowed. However, no information is given regarding “open” outdoor events. Some festivals that were to take place in the spring, have already taken the decision to postpone to 2022. The health context, restrictions on international travel, the prolongation of the state of health crisis and these latest state directives do not allow them to calmly contemplate the organization of festivals next spring.
What will happen to the festivals planned between September and December 2021? No one can know to date.
On our side, our decision in August 2020 was to postpone the Dieppe festival in September 2021 (from September 11 to 19). To this day, we want to maintain this decision and hope to see you again in September. We are fully aware that the programming and the general organization will have to be adapted to the situation. Restrictions on international travel will undoubtedly still be in effect. To date, we all hope that by the start of the 2021 school year, the situation will have improved a little and will allow the Dieppe's sky to be colored, whatever the constraints and directives to be respected. We have to adapt from day to day. So, news will be communicated to you as and when.
In January 2021, the team reorganized around a new “board of directors”. The team is more committed than ever to preserving this cultural practice which is part of the identity of Dieppe and the Normandy Region. The members of the association remain the same. No noticeable change, except the change of presidency requested by the Mayor of Dieppe who was until now president by right. The members of the association met and proceeded, as every year, to the renewal of the board of directors. For the first time since the creation of the association, the post of president is now assumed by one of the elected members of the board of directors.
For this new distribution of roles, it is Ludovic Petit, kite-flyer and member of the association for several years already, who becomes President of the association. David Legrand, already active for a long time in the office, remains in the position of Treasurer and is entrusted with the new position of Vice-President. Likewise, Didier Eyraud continues to support David Legrand as Deputy Treasurer. The positions of Secretaries, also elected within the board of directors, are ensured over the years by rotation according to the availability of the members. In January 2021, Anaïs Picard was elected as Secretary, assisted by the new Deputy Secretary, Philippe Larrans.
The organization team remains the same. Sandrine Frébourg remains in charge of the programming and the general organization of the festival. The members of the festival's active team remain by his side, motivated and ready to take on the 2021 challenge.
The partner institutions have confirmed their full support for the festival. Some private partners have already finalized their participation in 2020 and accepted the postponement in 2021! We will collaborate actively with everyone and do everything in our power to hold, whatever the formula, this magnificent event dear to the hearts of all. In all cases, like all, we remain dependent on health developments and authorizations which may or may not be granted by the state services. Information regarding the 2021 dates planned and announced last August, and the holding of the festival will be updated or confirmed as soon as possible.

Voici des nouvelles comme promis.
Les membres de l'association Dieppe Capitale du Cerf-Volant se sont réunis ce vendredi 21 Mai 2021en assemblée générale. Nous avons travaillé très dur depuis des mois afin de pouvoir tenir l'édition du festival en septembre 2021. Malheureusement cela ne suffit pas. Malgré tous nos efforts et notre détermination à trouver des solutions, les directives d’État ne nous permettent toujours pas d'organiser une manifestation conséquente. C'est donc le cœur serré, une fois de plus, que nous devons, comme beaucoup d'autres festivals de cerfs-volants et autres manifestations événementielles, reporter d'une année encore le festival international de Dieppe dans sa forme pleine et entière.
Il est de notre devoir d'être responsables et solidaires. La santé et la sécurité des acteurs et participants au festival, ainsi que du public, reste notre priorité.
Nous avons reçu, depuis le début de la pandémie, de très nombreux messages de soutien de nos amis du monde entier. Nous vous en remercions. Le public et les cervolistes s'impatientent et nous sollicitent chaque jour pour savoir si le festival aura lieu cette année.
Nous sommes toujours présents et continuons de nous battre pour protéger l'association organisatrice et le festival.
C'est pour nous, comme pour vous, le cœur lourd que nous reporterons les grandes retrouvailles en septembre 2022. Nous comptons une nouvelle fois sur votre compréhension et la solidarité de tous.
Nous ne lâchons rien, et ne renonçons pas !
Notre motivation reste entière, et, loin de baisser les bras, même si le festival tel que nous le connaissons et l'aimons ne peut se dérouler cette année, nous serons tout de même présents en 2021.
Pour vous, nous avons pris la décision d'être présents autant que possible cette année. Nous sommes convaincus que l'été et le mois de septembre seront propices à de beaux envols de cerfs-volants. Si nous ne pouvons organiser de manifestation en septembre 2021, l'équipe du festival aura plaisir à procéder à des envols libres et volontaires. Les vastes pelouses du front de mer de Dieppe restent un endroit magique pour pratiquer le cerf-volant. En respectant les directives et protocoles sanitaires, si certains cervolistes sont prêts et heureux à venir renforcer les rangs et à démontrer leur soutien et leur attachement au festival. Nous aurons plaisirs à vous revoir. Ce sera le moment, ensemble, d'entamer l'organisation du festival 2022 et de parler de vos envies et projets.
Votre soutien est plus que jamais indispensable à la pérennité de l'activité cerf-volant dans le monde et à la survie de tous les festivals de cerfs-volants.

The members of the Dieppe Capitale du Cerf-Volant association met this Friday, May 21, 2021 in a general assembly. We have worked very hard for months in order to be able to hold the edition of the festival in September 2021. Unfortunately this is not enough. Despite our best efforts and determination to find solutions, state directives still do not allow us to organize a large protest. It is therefore with a heavy heart, once again, that we must, like many other kite festivals and other events, postpone the international festival of Dieppe in its full and entire form for another year.
It is our duty to be responsible and united. The health and safety of actors and festival participants, as well as the public, remains our priority.
Since the start of the pandemic, we have received many messages of support from our friends around the world. We thank you. The public and the cervolists are impatient and ask us every day to know if the festival will take place this year.
We are still present and continue to fight to protect the organizing association and the festival.
It is for us, as for you, with a heavy heart that we will postpone the great reunion in September 2022. We are once again counting on your understanding and the solidarity of all.
