Camber or greatstone/Littlestone are definitely the place to be. You can't buggy on the central part of the beach at Camber, but the far end is where most buggyists meet. Parking is free there as well as far as I recall. If memory serves me correctly the guy from All Good Fun kiteshop runs a kitesurf and buggy school there.

Hi kingy. Sat 14 Low tide 12.56 Sun 15 14.31 Mon 16 15.55 Tue 17 17.00 Wed18 05.03 & 17.53 Thu 19 06.24 & 18.50 Fri 20 07.10 Sa 21 07.48 To buggy. 2 hours before and 2.5-3 hours after the tide, the flags denote the section of beach that can be used, just under a Mile. The further East more novice, and less crowded. This is wear I go. Wind from the South is the best, it comes off the sea. North is all ways gusty. East wind, Go east to Grate Stone about 10 miles further round the cost. I never used this beach, so you are on your own on this one. Wind Forecast go to XCWeather.co.uk Click the arrow for Lydd Airport Nock of about 2 mph. Have a good time, good luck Ern ( old bog)
